Residents of Moldova are now able to submit applications for energy resource compensation during the 2026–2027 heating period.

Moldova's Minister of Labor and Social Protection, Natalia Plugaru, clarified the conditions: to receive assistance for the current month, applications must be registered by November 27 inclusive.

Submission Methods and Deadlines

Documents can be completed on the compensatii.gov.md portal, or submitted through a local social worker or a specialist at the Unified Center for Public Services (CUPS). In some cases, assistance from a social worker is required. From December to March, applications will be accepted until the 25th of each month.

Required Information

The application requires the IDNP of all household members, consumption figures from energy bills, and data on each family member's monthly income for April–September 2026. Under certain circumstances, the mortgage amount and property cadastral number must also be provided. If funds are to be transferred to a bank account, the IBAN must be included in the application.

Who Is Not Eligible for Payment

Assistance will not be granted to households whose members own shares in real estate with a total value exceeding 1 million lei. Payments are also ineligible for those who received more than 150,000 lei in dividends or over 4,000 lei in bank interest in 2025.

This restriction also applies to owners of cars no older than three years. Households whose average monthly energy consumption in the previous heating season exceeded the equivalent of 350 cubic meters of natural gas will not receive compensation.

How the Amount Is Determined

For all other categories, applications are processed by an automated system that compares income and energy costs to determine eligibility and the reimbursement amount.

As in the previous year, the minimum monthly payment is 500 lei. The upper limit for natural gas and thermal energy remains 1,000 lei, while for solid fuel it is 800 lei. However, the maximum payment for electricity used for heating has been reduced from 1,000 to 800 lei.

Who Needs Personal Assistance

Certain categories must submit applications in person, through a social worker, or via a CUPS specialist. This includes households heated by solid fuel that did not receive heating compensation during the last two cold seasons; those without an IDNP who only have temporary identification documents; and those sharing a meter with other households.

If a shared meter is used or there is no electricity connection, a social assessment is conducted additionally to verify the provided information and confirm eligibility for assistance.

Payment Methods

Payments can be collected at a post office or via bank transfer. Those already receiving other payments from the National Social Insurance Fund will have funds deposited into the account linked to their social card. Transfer to a personal bank account is also possible if the IBAN is specified in the application.

Program Estimates and Contacts

According to the Ministry of Labor of the Republic of Moldova, between 660,000 and 670,000 households may apply for reimbursement this winter. Total payouts are estimated at 2.6 to 2.7 billion lei. Over four years of the "Ajutor la contor" program, 11.3 billion lei have been spent on these purposes.

In March 2026, more than 620,000 households-approximately 1.2 million people-received compensation. A total of 2.34 billion lei was allocated for payments during the previous heating season.

A free hotline, 0 8000 5000, is available for inquiries; operators accept calls on weekdays from 08:00 to 18:00. Emails can be sent to suport@compensatii.gov.md, or individuals can contact a social worker or CUPS specialist.

Who is affected

Компенсации за энергоресурсы косвенно затрагивают людей с инвалидностью и их домохозяйства, особенно тех, кто зависит от отопления и соцподдержки.
