Moldovan Parliament Passes Law on Certification of Social Workers
Moldova to introduce certification and allowances for social workers

The Parliament of the Republic of Moldova has adopted, in two readings, a law that changes the organization of social services and the procedures for assessing personnel in the social assistance system.
The document establishes professional certification every three years and monthly salary allowances ranging from 750 to 2,000 lei, depending on the obtained qualification level.
The law provides for the creation of a system consisting of five professional qualification levels, with the first being the highest. According to the information note accompanying the draft law, the expected allowance amounts are distributed as follows: 750 lei for the fifth level, 1,000 lei for the fourth, 1,250 lei for the third, 1,500 lei for the second, and 2,000 lei for the first.
The allowance will be paid monthly within the single wage payment system for the public sector. The new system is designed to be implemented in stages. The first stage of certification for obtaining the fifth level is scheduled for 2028.
The law also provides for a professional development system that will include the adaptation of new employees, continuous training, competency assessment, and activity monitoring. According to the project, the goal is to provide those working in the field of social assistance with a clearer career path and opportunities for professional growth.
Graduates of bachelor's programs in social work faculties will be able to participate in the first certification one year after starting their employment. A similar timeframe applies to graduates of master's programs.
The changes also affect the mechanism for receiving aid itself. The law introduces the concepts of "case management" and "vulnerability risk." It clarifies who can submit an application for social assistance on behalf of a family: this right is granted to a guardian or another authorized person. In addition, the accounting of social services and beneficiaries will be managed through the "eSocial" information system.
