The legislative initiative was introduced by the Government. The program aims to create a barrier-free environment and improve the quality of life for people with disabilities, children with disabilities, and other groups with limited mobility.

The funds will be used to install ramps and handrails at socially important facilities (polyclinics, administrative buildings, and cultural institutions), to create safe ramps and curb cuts on sidewalks and pedestrian areas, and to fund sociocultural rehabilitation activities.

Annual funding for the program is planned at approximately 3 million rubles. Following the President's signature, the new law will enter into force on January 1, 2027.
